Keeps money available in the Highway Trust Fund for 3 months
This bill extended the Highway Trust Fund for 3 additional months - through Oct. 29, 2015. It keeps funding at 2014 levels. It does so by supplementing the fuel tax which pays for the fund with $8 billion from the General Fund.

o When you sell a house, your tax liability is determined by your profit. If you understate your profit by fraudulently claiming a higher basis, your tax liability would be lower. The Supreme Court had ruled that the current law did not allow for a statute of limitations. This bill clarifies that the Internal Revenue Service (IRS) has only six years to reassess your tax if you misrepresented your profit.
o Extends limiting the amount that the Transportation Security Agency (TSA) can spend on security through 2024, while keeping fees the same (i.e. mandatory savings).
o Modifies the way the Veterans Health Administration (VA) provides health care. Some of these changes offer more flexibility to veterans who are unable to get timely or nearby care from VA facilities.
o Extends limiting the amount that the Transportation Security Agency (TSA) can spend on security through 2024, while keeping fees the same (i.e. mandatory savings).
o Modifies the way the Veterans Health Administration (VA) provides health care. Some of these changes offer more flexibility to veterans who are unable to get timely or nearby care from VA facilities.
