This bill would replace the country's existing health care policy with one that would provide health care at no cost to every resident of the U.S. and its territories.
All essential services would be provided
All medically necessary care would be provided, such as...
o Prescription drugs
o Emergency care
o Long term care
o Mental health services
o Dental and vision care
Who would provide health care?
You would be able to choose from any participating health care provider.
Providers would need to be public or nonprofit organizations (including nonprofit Health Maintenance Organizations (HMO) that deliver care in their own facilities).
Insurance companies' role would decrease
Insurance companies would not be allowed to sell health insurance that duplicates the benefits provided under this bill. They would be able to offer insurance to cover benefits that are not medically necessary (such as cosmetic surgery).
Taxes on top income earners would pay for it
Funding would come from existing sources of government revenues for health care (such as for the Patient Protection and Affordable Care Act (PPACA), Medicare. Medicaid, and the Children's Health Insurance Program (CHIP).
Taxes would be increased on the top 5 percent of income earners, and taxes would be added on payroll, self-employment, and unearned income. A tax also would be added to stock and bond transactions.
Help for displaced employees
Part of the cost savings from this bill would be a reduction of the number of employees needed to process insurance claims.
This bill would provide assistance in retraining and job placement to those whose jobs are eliminated due to this bill.
Quality of care would be monitored
A National Board of Universal Quality and Access would advise on the quality, access, and affordability of health care provided under this system.
