What did this bill do?
Many calls from telemarketers are initiated by autodialers which either play a recorded message when the recipient answers or transfers the call to a live agent. This bill made it easier for Americans to avoid such calls.
o Calls cannot be made to any number in which the called party is charged for the call (including cell phones)
o Unsolicited advertisements cannot be faxed to fax machines. Also, faxes must identify the phone number they are sent from.
o Authorized the Federal Communications Commission (FCC) to enact rules to further protect consumers, including a possible national Do-Not-Call registry.

In 2004, the Federal Trade Commission (FTC) implemented the National Do Not Call Registry as a result of the 2003 Do-Not-Call Registry Bill
