An act to amend the Clean Air Act to require standards for controlling the emission of pollutants from certain motor vehicles, to authorize a research and develop- ment program with respect to solid-waste disposal, and for other purposes.
New restrictions for cleaner air
This bill amends the Clean Air Act.
It contains titles (sections) that are referred to independently - the Motor Vehicle Air Pollution Control Act and the Solid Waste Disposal Act.
This act addresses the problem in increasing waste
This act was created to deal with new types and increased amount of discarded materials from consumer packaging, industry, construction, and agriculture.
It leaves the primary responsibility of dealing with solid waste to each state - but provides research and financial aid to the states.
It sets criteria for providing financial aid - including paying workers at least the local prevailing wage - as specified by the 1931 Davis-Bacon Act.
