An act to establish certain Federal agencies, effect certain reorganizations of the Federal Government, to implement certain reforms in the operation of the Federal Government and to preserve and promote the integrity of public officials and institutions, and for other purposes.

The bill created the Office of Government Ethics (OGE).
It requires those elected or appointed to high-level government positions provide financial disclosure to the OGE (which must be made available to the public).
It also requires the Attorney General to investigate certain allegations against the highest-level officials. The Attorney General then can have a special prosecutor appointed if there's merit to the allegations.
