What can you legally do today?

In August 2014, President Obama signed the Unlocking Consumer Choice and Wireless Competition Act, making it once again legal to unlock your mobile device.

The bill that does the least is the one that passed

There were several bills in the 113th Congress that addressed cell phone unlocking.

o The Unlocking Technology Act (HR-1892) was introduced in May 2013. This is the bill that would have completely legalize unlocking of cell phones. It was not acted on by the House of Representatives.

o The Unlocking Consumer Choice and Wireless Competition Act (S-517) was signed by the president in August 2014. Though this bill made it lawful for you to unlock your own cell phone, it kept it illegal for companies to unlock cell phones for resale.
